In 1894, London relied on 50,000 horses for transport. Every carriage, fire engine, and delivery wagon was pulled by a horse, producing around 1,000 tonnes of manure a day. Streets became dangerously slippery in wet weather and coated in manure dust when it was dry, spreading disease and overwhelming sanitation efforts.

And this wasn’t just London’s problem—New York had over 100,000 horses, and cities like Paris, Berlin, and Sydney faced similar crises. Victorian urban planners were stumped, unable to find a solution.

Urban planners held conferences and debated solutions, but their ideas stayed within the same system—more street sweepers, better collection routes, improved drainage. They were, as we say in English, “unable to see the wood for the trees”, meaning they were too focused on details to see the bigger picture.

The crisis highlighted how incremental changes weren’t enough. A radical shift was needed, though no one could imagine life without horses.

The manure crisis didn’t end because of a master plan. Instead, new technology changed everything:

Cars replaced horse-drawn vehicles.
Electric trams and motor buses transformed public transport.
The London Underground reduced the need for street-level transport altogether.

These innovations weren’t created to solve the manure problem, but they revolutionised city life and made horse-drawn transport largely obsolete.

This story teaches a powerful lesson: innovation often comes from outside the system. Victorian planners couldn’t imagine a world without horses, just as we might struggle to picture solutions to today’s challenges like climate change or urban congestion.

Sometimes, progress doesn’t come from solving a problem directly but from rethinking the system entirely.
